摘要
"多元治理"理论是基于责、权、利的重新分配及优化的过程,采用"多元治理"理论实施高校治理,能最大限度地融合政府、高校、社会三者之间的发展需求,从而适应研究生教育培养不平衡、不充分的发展实践需要,深入推进高校研究生教育综合改革,提升冰雪专业方向研究生培养质量。冰雪专业方向研究生作为我国冰雪体育人才培养的最高层次,其培养质量直接关乎我国冰雪体育事业、冰雪体育产业及冰雪高层次应用型人才的输出与储备。论述了冰雪专业方向研究生培养质量提升的前提条件,提出了冰雪专业方向研究生培养"多元治理"的模式构建,阐明了强化"多元治理"、多方面保障冰雪专业方向研究生培养质量提升的举措,以期促进高层次冰雪人才培养的质量尽快得以提升。
The theory of multiple governance is based on the process of redistribution and optimization of responsibilities and rights.The application of the theory of multiple governance in university governance can maximize the integration of the development needs of the government,universities and society,so as to adapt to the unbalanced and inadequate development practice needs of graduate education and training,further promote the comprehensive reform of graduate education in Colleges and universities,and enhance the direction of ice and snow major for graduate students Culture quality.As the highest level of ice and snow sports personnel training in China,the training quality of ice and snow majors is directly related to the export and reserve of ice and snow sports,ice and snow sports industry and high-level application talents in China.This paper discusses the preconditions for the improvement of the quality of postgraduate training in ice and snow major,puts forward the construction of the model of multiple governance in ice and snow major,and expounds the measures of strengthening multiple governance to ensure the improvement of the quality of postgraduate training in ice and snow major,so as to promote the quality of high-level ice and snow talents training as soon as possible.
