摘要
美国政府长期介入和影响“一国两制”在香港的实践。近年来,随着香港局势的发展和中美战略竞争的加剧,美国政府部门、思想界与媒体界加大关注“一国两制”的力度,批判与偏见日甚。究其原因,这是各界在利益关切、所处情境与价值偏好等方面的差异所致,但本质上是美国企图干涉中国内政、阻挠中国统一与国家崛起,反映了美国以强调自由人权等西方价值的自由主义手段实现牵制中国崛起的现实主义目的。
The U.S.government has been intervening in Hong Kong’s practice of“One Country,Two Systems”over the past decades.With the development of situations in Hong Kong and intensification of U.S.-China strategic competition in the past few years,the U.S.government,intellectual circle,and the media industry have devoted greater efforts to“One Country,Two Systems,”expressing more criticisms and showing increasing bias.It is seemingly because these actors have various concerns,situations and values.Essentially speaking,however,it is rooted in U.S.attempts to intervene in China’s internal affairs,obstruct its reunification with Taiwan and therefore curb the country’s rise,reflecting U.S.realistic goal of containing China’s rise with liberal means highlighting such western values as freedom and human rights.
