摘要
目前我国农地流转瓶颈十分突出,已难以满足农业适度规模化经营的需要.作为农地流转市场的基础,土地、劳动力、资本三大要素市场不完善是制约农地流转的一个重要的原因.通过梳理国内外学者研究发现,要素市场目前存在三个方面的主要问题,包括土地市场中的交易费用偏高、劳动力市场中的雇佣成本偏高以及资本市场中的信贷约束较强.尽管学者们提出可以通过土地整理、成立中介组织、丰富贷款模式等措施改善要素市场,但是都仅从单一角度对要素市场进行完善.鉴于此,基于文献研究指出可以将农民专业合作社作为完善农村要素市场的新思路,利用其“所有者与惠顾者同一”的独特优势对要素市场进行综合完善.
Currently the bottleneck of rural land circulation is too prominent to meet the need of moderate scale operation of agriculture.As the basis of agricultural land circulation market,the three production elements markets of land,labor and capital,if they are imperfect,will drastically restrict the circulation of agricultural land.Through analysis of the relevant researches at home and abroad,it is found that the current production elements market is plagued chiefly by three kinds of problems including the high transaction cost,high agricultural labour cost and heavy credit constraints.Although measures proposed by scholars such as land arrangement,establishment of intermediary organization and the offer of multiple loan types can improve and perfect the production elements market,they still are blamed for their monastic perfections from a single particular angle.Thus,based on the literature studies,the paper puts forward that the farmer specialized cooperatives could be taken as a new train of thought to synthetically improve and perfect rural production elements market because of its unique advantage in the unity of“the owners being the patronage”.
