摘要
国家加快实施军民两用技术对传统船舶研制项目的成本管理提出了新的要求和挑战。该文以现代项目成本管理理论为基础,分析了我国传统船舶研制项目成本管理现状,提出军民两用技术下船舶研制项目全生命周期成本管理体系,包括项目成本管理治理结构、项目成本管理组织、项目成本管理方法等,并提出了措施建议。
The acceleration of the implementation of dual-use technology in China put forwards new requirements and challenges to the cost management of the traditional ship development projects.The state-of-art of the cost management of the traditional ship development projects in China is analyzed based on the modern project cost management theory.The full life-cycle cost management system of the ship development project with the dual-use technology is then proposed to provide corresponding countermeasures,including the structure,organization and method of the project cost management,etc.
