摘要
财政政策与货币政策是现代宏观经济政策的核心。党的十九大报告明确提出,"我国经济已由高速增长阶段转向高质量发展阶段",两大政策间的有效配合尤为重要。相比财政政策、货币政策自身的快速发展,两者的协调配合进展相对缓慢。针对协调配合在宏观层面缺乏深层次、高水平顶层设计,微观层面缺乏精细化、科学化具体落实的现状,本文提出了统筹对待两种政策空间、加强结构性政策配合、加快推动国债市场建设、畅通政策传导机制的政策建议。
Fiscal policy and monetary policy are the core of modern macroeconomic policy.The report of the 19 th CPC national congress clearly stated that"China's economy has shifted from a stage of rapid growth to a stage of high-quality development",the effective coordination between these two policies is particularly important.Compared with the rapid development of fiscal policy and monetary policy,the progress of coordination and cooperation between these two is relatively slow.For current coordination,there is no in-depth and sophisticated top-level design at the macro level and no detailed and scientific implementation at the micro level.Therefore,this article puts forward policy suggestions of making overall arrangement of the two policy spaces,strengthening the support of structural policies,accelerating the building of the government bond market and dredging policy transmission mechanism.
