摘要
运用三阶段DEA模型对2016年山东省各地市文化产业的技术效率进行了测度,结果显示,管理无效率是造成劳动力投入冗余的主要原因,而资金投入冗余则主要受环境因素影响。剔除环境因素和随机影响后,山东省各地市文化产业的技术效率均值达到了最优值的96.9%,而规模效率均值仅达到最优值的68.3%,规模效率的低下导致了综合技术效率偏低。因此,山东省文化产业技术效率提升的关键在于提高规模效率。另外,除济南、青岛、烟台3市外,其余地市处于规模报酬递增阶段,说明扩大产业规模是促进山东省文化产业整体发展的有效措施。最后根据技术效率取值和规模报酬情况将山东省各地市分为3类,并有针对性的提出了文化产业技术效率的提升路径。
The three-stage DEA model is used to measure the technical efficiency of cultural industries in each cities of Shandong Province in 2016.The results show that management inefficiency is the main cause of labor input redundancy,while capital input redundancy is mainly affected by environmental factors.After eliminating environmental factors and random effects,the average technical efficiency of Shandong Province reached 96.9%of the optimal value,while the average scale efficiency reached only 68.3%.The low scale efficiency led to the low comprehensive technical efficiency.Therefore,the key to improve the technological efficiency of Shandong cultural industry is improving the scale efficiency.Except Jinan,Qingdao and Yantai,other cities are in the stage of increasing returns to scale,which shows that expanding industrial scale is an effective measure to promote the overall development of cultural industry in Shandong Province.Finally,all the cities are divided into three categories according to the technological efficiency and scale compensation,and the path to improve technological efficiency is put forward.
