摘要
新型冠状病毒肺炎(COVID-19)疫情是一场波及全球的重大突发公共卫生事件,对各国经济都造成了严重的影响。针对我国应急供应链体系在此次疫情中暴露出的不足,指出了完善突发公共卫生事件下应急供应链体系的必要性、紧迫性以及重要性。接着介绍了我国应急供应链体系建设应遵循协调协同、寓急于平、全程可视化以及全球采购供应等原则。最后在此基础上,从管理体系建设、预案体系建设、生产储备体系建设、应急物流体系建设、信息体系建设等方面给出了我国应急供应链体系建设的建议,包括:设立统一的供应链管理组织机构,完善相关法规和标准体系,建立疫后评估机制,构建应急供应链预案系统,完善防疫物资生产储备体系,培养应急物流骨干企业,重视医疗废弃物等逆向物流体系建设,建立国家级供应链信息协同平台,以及将区块链、数字孪生、人工智能等新技术应用于应急供应链体系建设等各种具体措施。
The new coronavirus pneumonia(COVID-19) epidemic is a major public health emergency that has affected the entire world and has had a serious impact on the economies of all countries.In view of the shortcomings of emergency supply chain system of our country exposed during this epidemic,the necessity,urgency and importance of improving the emergency supply chain system for public health emergencies are pointed out.Then,principles that the construction of emergency supply chain system in China should follow are introduced,including principles of coordination,putting it in ordinary construction,full visualization and global purchasing and supply.Finally,on this basis,suggestions for the construction of emergency supply chain system are given from the aspects of management system construction,plan system construction,production and reserve system construction,emergency logistics system construction,and information system construction,such as:setting up a unified supply chain management organization,improving relative laws and standards,establishing a postepidemic evaluation mechanism,constructing emergency supply chain planning system,improving the production and reserve system of epidemic prevention materials,cultivating backbone enterprises of emergency logistics,attaching the construction of reverse logistics system for medical waste,building national-level supply chain information collaboration platform,applying block chain,digital twin,artificial intelligence and other new technologies to the construction of emergency supply chain system and so on.
