摘要
新冠肺炎爆发后迅速发展成为"全球大流行"的疫情。我国已将生物安全上升为国家战略,纳入国家安全体系建设。作为国家生物安全的重要组成部分,刑事技术实验室生物安全的科学化、规范化发展成为刑事技术工作的一项迫切任务。本文就我国刑事技术实验室在此次新冠肺炎疫情中暴露的生物安全意识不足、生物样本来源复杂、实验室布局有待完善、生物安全装备储备不足、废弃物处理不规范等潜在生物安全风险进行分析,并结合实验室生物安全要求,为刑事技术实验室生物安全风险应对提出建议,旨在强化刑事技术实验室生物安全意识,健全管理措施,确保刑事技术实验室生物安全。
The novel coronavirus pneumonia is still on the way of rapid dissemination worldwide,causing more than7.55 million people infected globally(until June 13,2020).The WHO(World Health Organization)identified the COVID(corona virus disease)-19 outbreak has been a"global pandemic".Consequently,biosafety is being more than ever upgraded to our national strategy,having been incorporated into the national security system.As an important part of national biosafety,forensic laboratory is more urgent to operate and progress under scientific and standardized biosafety.During the COVID-19 epidemic,some forensic laboratories emerged deficiencies when dealing with the confirmed or suspected infectious biospecimens,exposing such problems as lack of biosafety awareness,unclearness of bio-specimens’background,unqualified laboratory layout,shortage of biosafety equipment and the disorder of laboratory waste disposal.In this article,the potential biological safety risks were analyzed into the deficiencies in forensic laboratory,especially being focused on the situation of facing infectious diseases.From the analysis of the requirements for laboratory biosafety,suggestions were put forward about laboratory design,management system establishment for forensic laboratory to improve its biosafety at the present and future,aiming to encourage and urge forensic practitioners to self-consciously strengthen the biosafety awareness,improve the management measures and ensure the biosafety of forensic laboratory.
