摘要
社区商业通廊指社区中依存于各类交通基础设施的商业空间,在美国二战后城市郊区化发展中,传统的商业主街逐渐没落,商业通廊取代主街,成为社区复兴的焦点。由于商业通廊中利益相关者之间的主体隔阂往往造成规划配置失衡、公共环境建设乏力、店铺空间运营不善等治理困境,美国社区通过建立"第三部门"社区发展公司和商业促进区作为商业通廊的共治组织,借助三方主导的组织架构,协同居民、企业、专业机构和政府部门共同推动社区商业通廊的可持续更新。
The commercial corridor is a kind of commercial space along different traffic infrastructure.After the WWⅡ,increased suburbanisation contributed to the decay and demise of many main inner-city commercial streets in the U.S.and the commercial corridor replaced the main streets to be the focus of community renewal.Barriers between stakeholders of commercial corridors often led to imbalance of urban planning,weak construction of public environment and poor management of shop space.In order to solve these problems,the third sector–Community Development Corporation(CDC)and Business Improvement District(BID)–was established in U.S.communities.As multi-governance organizations of commercial corridor,CDC and BID cooperated with local residents,companies,specialist agencies and government sections to promote the sustainable renewal of commercial corridors in the community together with the power of a triple organizational structure.
