摘要
加强基层社会治理、实现社会良序善治,是关乎党的长期执政和国家治理现代化的重大时代课题。成都市通过党建引领基层社会治理的实践,初步探索出一条独具特色的超大城市治理创新路径。实践表明,必须牢牢把握党的领导和党建引领这一中国特色治理理论的根本原则,始终坚持将治理重心下移和把提升治理效能贯穿基层社会治理的全过程,不断探索将基层减负作为提升基层领导力的重要着力点,始终将发展环境营造融入社区治理,实现社区治理与社区发展良性互动、共同提升,走出一条中国特色的基层社会治理之路。
Strengthening the grassroots social governance and realizing good order and good governance of the society is an important task of the epoch concerning the Party’s long-term governance and the modernization of state governance.Through the practice of leading grass-roots social governance by party building,Chengdu has preliminarily explored a unique path of governance innovation in mega cities.Practice has proven that we must firmly grasp the leadership of the Party and the leading function of party building as the fundamental principle of the governance theory with Chinese characteristics,downshift the center of gravity of governance and improve the governance efficiency throughout the whole process of grassroots social governance,take the continuous relief of grassroots burden as an important focus for improving the leadership effectiveness at the grassroots level,and always integrate development and construction into the community governance and realize the benign interaction and mutual promotion between community governance and community development,so as to pave the way for grassroots social governance with Chinese characteristics.
