提高阿勒泰海关检疫发现率与跨境传播监控对策的研究

摘要 为阻断疫情跨境传播,阿勒泰海关检疫在口岸入出境第1道与本底边境第2、3、4、5道监控防线中,采用先进技术,提高应对出入境人群、交通工具、货物、食草、食肉类及媒介生物中潜藏的重大传染病疫情及各类有害生物因子,生物毒品、细菌、病毒、螺旋体等病原体的跨境传播的发现率、检出率的监控对策;深挖存在的短板与举措构思予以探索研究,为不断提升海关检疫应对重大传染病疫情及有害生物因子的发现率与跨境传播监控的执法与专业技术水平,筑牢边境口岸5道检疫监控防线,为人类、社会、农业、畜牧、经贸等“一带一路”倡议可持续健康发展保驾护航。 To prevent the spread of epidemic cross-border,Altay port customs and quarantine on entry and exit way and the bottom border 12,3,4,5,monitor the defense line,the advanced technology to improve the response to entry-exit people,vehicles,goods,herbivores,carnivores and media in major outbreaks of infectious diseases within and all kinds of harmful biological factor,biological drugs,such as bacteria,viruses,helix discovery rate,detection rate of pathogen of cross-border transmission monitoring measures was used;Dig the existing short board and move conception to explore research,to enhance the customs and quarantine response to major discovery rate of infectious disease and pest factors and cross-border transmission monitoring of law enforcement and professional and technical level,enhancing border quarantine monitoring defense line 5,for the human,social,agriculture,animal husbandry,economic sustainable healthy development of“area”initiative.
