摘要
生态流量是维系河湖生态功能的重要指标,保障生态流量是建设幸福河湖的关键之一。围绕新时期河湖生态流量问题,从生态流量的内涵、生态流量确定、生态流量达标、生态流量管理等几个方面,梳理了当前生态流量保障的重点内容,指出了生态流量保障工作的难点问题:平衡工程效益与生态效益、加强水资源统一调配调度、提高民众对生态调度的意愿,以切实做好河湖生态流量确定和保障工作,助力幸福河湖建设。
Ecological flow is an important index to maintain ecological function of rivers and lakes,and the ensuring ecological flow is one of the keys to build happy rivers and lakes.Focusing on the problems of ecological flow in the new era,the key contents of current ecological flow was reviewed from the aspects of connotation,confirmation,standard and management of ecological flow.Finally,this paper points out the difficulties in ecological flow ensuring,which include balancing the engineering benefits and ecology benefits,strengthening the unified allocation and operation of water resources,improving the public's willingness to ecological regulation,so as to provide scientific support on the determination and guarantee of ecological flow of rivers and lakes,and to help the construction of happy rivers and lakes.
