摘要
明确共享电动汽车的外部效益是制定其产业发展政策的重要依据。首先对共享电动汽车对城市私家燃油汽车的替代性进行计量,运用改进Logit模型结合调研数据确定出影响城市居民选用共享电动汽车的主要因素和概率模型;再通过污染气体减排法、降噪达标法、道路容量计算法分别构建了共享电动汽车在空气污染、噪声污染及降低道路、车库等公共设施需求等的外部效益计量模型,从而构建出一套适用于共享电动汽车外部效益计量的模型体系;最后以重庆市为例计算出共享电动汽车替代私家轿车后带来的环境效益和基础设施建设效益。
Clearly calculating the external benefits of sharing electric vehicles is the base of setting the relevant policies.Firstly,this paper measures the substitutability of sharing electric vehicles to current urban private fuel vehicles,in which the substitution model is derived through combining the improved Logit model and investigation data.And then the corresponding environment benefit model and the public infrastructure model are got in term of curtailing air pollution and mitigating noise pollution as well as relaxing the press of demand of public infrastructure,e.g.,road and parking lots.Thus,a complete model system for measuring the positive externalities of sharing electric vehicles is constructed.Finally,a calculating example in background of Chongqing city is implemented.
