摘要
人防工程的“三防”之一是“防生物武器”。生物战剂普遍具有高传染性,能形成较大规模疫情,从要求上看人防工程其应能有效防控疫情。本文从人防工程防化的特点出发,通过分析新型冠状病毒(2019-nCoV)感染所致肺炎疫情和人防工程建设的联系,从防灾减灾角度,展望人防工程建设的新要求和防控突发公共卫生事件的建设工作新观点。
One of the"NBC prevention"of civil air defence works is"biological weapons prevention".Biological warfare agents are generally highly infectious and can form a large-scale epidemic that civil air defence works should be able to effectively prevent and control for its functional requirements.Starting from the characteristics of civil air defence works,this paper analyzes the connection between the epidemic situation of pneumonia caused by new coronavirus(2019-nCoV)infection and the construction of civil air defence works,looks forward to the new requirements of civil air defence works construction and the construction of prevention and control of public health emergencies from the perspective of disaster prevention and mitigation.
