摘要
目的探讨甘谷县疾控中心在公共卫生应急处置中存在的不足,总结历年处置突发卫生事件的实践经验,提高其应对突发公共卫生事件的能力,为科学有效开展公共卫生应急工作提供方法。方法通过总结分析甘谷县疾病预防控制体系现况,近几年处置突发公共卫生事件工作中暴露出的不足,研究改进应对措施和处置方法,提高应对事件的科学性、先进性和可操作性。结果应急体系建设逐年完善,全能型人才少,应急资金投入不足,对应急任务的艰巨性、长期性估计不足,风险防范意识不够强。结论通过健全应急控制中疾病预防控制、医疗救治和监督管理组织构架,制订既实用又可操作的处置准则,加强技术与物质的贮备,从而提高疾控中心处置突发卫生事件能力,保障全县人民群众的健康和安全。
Objective To explore the shortcomings of the Gangu County Center for Disease Control in public health emergency treatment,summarize the practical experience in handling public health emergencies over the years,improve its ability to respond to public health emergencies,and provide methods for scientific and effective health emergency work.Methods The status of the disease prevention and control system in Gangu County was summarized and analyzed.The deficiencies exposed in the handling of public health emergencies in recent years were studied,and the response measures and methods were improved to improve the scientificity,advancement,and operability of the response.Results The construction of the emergency system had been improved year by year,but there were few versatile talents,insufficient investment in emergency funds,inadequate estimates of the arduousness and long-term nature of emergency tasks,and insufficient awareness of risk prevention.Conclusion By improving the organizational structure of disease prevention and control,medical treatment,supervision and management in emergency control,formulating practical and operable disposal guidelines and strengthening the storage of technology and materials,the CDC’s ability to handle health emergencies had been improved,and the health and safety of the people in the county could be guaranteed.
