摘要
本文分析得出水利技术标准是通过"最佳秩序"的建立和"传导机制"产生效益的,并研究了单个水利技术标准效益和总体效益产生的路径以及效益的具体体现,得出水利技术标准效益的特点。
This paper puts forward that the technical standards for water resources produce benefits through establishing"the best order"and"transmission mechanism",studies the single standard benefits and total benefits as well as the contents of benefits,and analyzes the characteristics of benefits.
