摘要
黄河流域是自然地理单元、经济区域单元和行政区域单元重叠组成的空间结构,这种特定的空间治理不再是单纯的社会治理或生态环境治理,而是一种基于整体性、系统性、协同性的大治理。黄河流域治理共同体是基于“生命共同体”理念,为促进流域内人-社会-自然和谐共生、协调发展而形成的治理主体结构。它强调以政府为主导的多元共治,同时也超越了生态治理这一单一维度。面对当前复杂的黄河流域治理态势,可以通过引导和培育整体价值共识,完善多元共治的法律法规,拓宽公众参与治理渠道,建立流域空间发展机制、协同治理机制以及利益协调机制来构建黄河流域治理共同体。该治理共同体的构建是政府和社会公众基于生态保护与高质量发展的现实要求,也是国家加快生态文明建设以及国家治理体系和治理能力现代化的客观需要。
The Yellow River Basin is a spatial structure composed of overlapping physical geographical units,economic regional units and administrative regional units.This specific spatial governance is no longer a simple social governance or ecological environment governance,but a largescale governance based on the integrity,system and coordination.The Yellow River Basin governance community is a governance body structure based on the concept of life community to promote the harmonious coexistence and coordinated development of human,society and nature in the Yellow River Basin.It emphasizes the pluralistic cogovernance led by the government,but also goes beyond the single dimension of ecological governance.In the face of the current complex governance situation of the Yellow River Basin,it is suggested to build the governance community of the Yellow River Basin by guiding and fostering the consensus of overall value,perfecting the laws and regulations of multiple governance,broadening the channels for public participation in governance and establishing the basin spatial development mechanism,cooperative governance mechanism and interest coordination mechanism.The construction of this governance community is not only the realistic requirement of the government and the public based on ecological protection and highquality development,but also the objective need of accelerating ecological civilization construction and modernization of national governance system and governance capacity.
