摘要
目前国内的瓶装液化石油气行业由于部分主体责任缺失或履职不到位,导致事故发生概率高。以《城镇燃气管理条例》为依据,分析厘清瓶装液化气产业链各方主体责任,针对安全薄弱环节,提出优化经营模式、改善安全工作的对策,最终依靠政府燃气管理部门强有力的监管,达到提高瓶装液化气行业整体安全性的目的。
Due to lack of subject responsibility or failure to perform the duties in the bottled LPG industry,gas accidents happen frequently.Based on the Regulation on the Administration of Urban Gas,this paper analyzes and differentiates the subject responsibility of gas operators,users and government departments in bottled LPG industry chain.Aiming at these safety-related weaknesses,it puts forward the countermeasures to optimize business model and improve safety work.Finally,with the strong supervision of the government’s gas management departments,the goal to improve the overall safety of bottled LPG industry is achieved.
