摘要
加快工业化发展的同时保护生态环境是区域经济高质量发展的必然选择.以江苏苏北地区为例,运用主导产业测度模型分析苏北工业发展的主导产业选择,运用碳排放分解模型测度苏北工业发展的碳排放效应,进而分析低碳视角下苏北工业主导产业的选择和培育.研究表明:苏北工业已基本形成食品饮料、木材家具、纺织服装、矿物制品、能源矿产、煤盐化工、医药制造、装备制造等主导产业体系;要深入贯彻“生态优先、绿色发展”的指导思想,培育形成苏北重点发展、优化发展、适度发展的工业主导产业分类推进体系;准确把握区域主导产业选择的稳定性和变化性,促进苏北工业结构的动态调整和优化升级.
It is the inevitable choice for high-quality development of regional economy to accelerate industrialization and protect ecological environment.By taking Northern Jiangsu Province as an example,the measurement model of leading industry is used to analyse the choice of leading industry in Northern Jiangsu Province s industrial development,the decomposition model of carbon emissions is used to measure the effect of carbon emissions in Northern Jiangsu Province s industrial development,and then it is analysed from the perspective of low carbon that the selection and cultivation of leading industry in Northern Jiangsu Province.The results show that the industry in Northern Jiangsu Province has basically formed a leading industrial system of food and beverage,wood and furniture,textile and clothing,mineral products,energy minerals,coal and salt chemical industry,fine chemical industry,pharmaceutical manufacturing,equipment manufacturing,etc..It is necessary to thoroughly implement the guiding ideology of"ecological priority,green development",and cultivate and form a classified promotion system of key,optimized and moderately developed industrial leading industries in Northern Jiangsu Province.It is need to grasp the stability and variability of regional leading industry selection accurately,and promote the dynamic adjustment and optimization and upgrading of industrial structure in Northern Jiangsu Province.
