摘要
已有研究把国家权力下沉视为现代民族国家建构的过程,忽视了国家权力下沉逻辑的阶段性差异。本文以某地级市下辖的Q区大网格制度实施为例,考察政府权力下沉应对空间流变的空间治理策略进程。研究发现:国家权力下沉经历了从空间规训的政治性建构到空间治理行政主导模式的转变。当代国家权力下沉是空间治理的运作体现,表现为组织的空间化、社会组织与社会力量的空间整合以及技术性手段的空间运用。当代国家权力下沉源自于公共空间与私人空间的剧烈变动、空间的风险化与碎片化、行政科层制下的空间治理压力。受制于基层政府内部组织体系的条块分割,空间碎片化的特质以及国家-社会模糊性的空间合理性,权力下沉也面临着进与退的两难处境。本研究从空间角度对国家权力下沉的阶段性逻辑差异进行了辨析和解释,从而为深化我们对当代国家-社会关系的理解提供了新的理论视角。
Existing research regards the downward extension of state power as a process of modern nation-state building,ignoring the historic process of multistage.This article takes the implementation of the large-scale grid system of Q district under the jurisdiction of a prefecture-level city as an example to examine the process of space governance strategy for the downward extension of government power to deal with space rheology.The study finds that the downward extension of state power has undergone a transformation from the political building of space discipline to the administrative dominant model of space governance.The downward extension of contemporary state power is the operational manifestation of space governance,manifested by the spatialization of organizations,the spatial integration of social organizations and social forces,and the use of technical means.The downward extension of contemporary state power stems from the dramatic changes in public and private spaces,the risk and fragmentation of space,and the pressure of space governance under the administrative bureaucracy.Being subject to the fragmentation of the internal organizational system of the grassroots regime,the characteristics of space fragmentation and the spatial rationality of the state-society ambiguity,the downward extension faces a dilemma of retreating and advancing.This study discriminates and explains the staged logical differences of downward extension of state power from a spatial perspective,thus providing a new theoretical perspective for deepening our understanding of contemporary state-society relations.
