摘要
党内政治文化处于党的政治建设中的核心地位,是党内政治生活的灵魂和政治生态的内核,在党的建设中发挥着最基础、最深层、最广泛的作用。建设党内政治文化是一项系统工程,依据党的建设规律和文化发展规律,必须深刻理解、全面考察、准确把握、统筹推进。发展积极健康的党内政治文化,须从以下几个方面优化进路:明确党内政治文化建设的内容,包括精神文化建设、制度文化建设、行为文化建设;联动党内政治文化建设的主体,包括党员领导干部、优秀党员、普通党员和党校;谋划党内政治文化建设思路,包括加强顶层设计以明晰建设架构、思想建党与制度治党同向发力、德治法治相济以实现软硬结合、严格党内政治生活以内融外显;构建党内政治文化建设机制,包括组织领导机制、监督评价机制和动力统筹机制。
The political culture within the Party is at the core of the Party's political construction.It is the soul of the political life within the Party and the core of the political ecology.It plays the most basic,deepest and most extensive role in the Party's construction.Building political culture within the Party is a systematic project.According to the law of party building and the law of cultural development,we must deeply understand,comprehensively investigate,accurately grasp and promote as a whole the political culture construction.To develop an active and healthy inner-party political culture,we must optimize the approach from the following aspects:clarifying the content of political cultural construction within the Party,including spiritual culture,institutional culture,and behavioral culture;linking the main body of political cultural construction within the Party,including party members of leading cadres,outstanding party members,ordinary party members,and party schools;planning the political cultural construction of the Party,including strengthening the top-level design to clarify the construction structure,ideological party building and institutional party governance,combining the rule of virtue and the rule of law to achieve a balance,strictly integrating and exposing the political life within the Party;and building a mechanism for political cultural construction within the Party,including organization and leadership mechanisms,supervision and evaluation mechanisms,and power coordination mechanisms.
