摘要
资产的配置、使用、处置需要标准支撑,资产管理工作贯穿新冠肺炎疫情防控工作部署、攻坚到拐点的各个阶段。疫情防控要求各项资产保障工作落实到位,需系统性地制定并实施能够支撑应急响应的标准,为防控工作提供技术支撑,进一步释放资产管理在疫情攻坚过程中产生的价值和动能,并以此提升疫情防控工作的专业化和规范化程度。笔者对支撑疫情防控的资产管理国家、行业、地方和团体标准的适用性进行了分析,并给出开展突发应急资产管理相关标准研制的工作建议,以期资产管理标准能够为支撑管理者精准施策,打赢新冠疫情防控战,保障企业复工复产发挥效益,并为相关方面对类似突发应急事件时针对资产管理工作进行决策提供参考。
The allocation, utilising, and disposal of assets need the assistance of standards. Asset management runs through the stages of COVID-19 prevention and control. Value and momentum realizing from asset management requires appropriate standards to provide technical support systematically for COVID-19 prevention and control. This procedure also needs to do more professional and scientific work. The author analyzes the applicability of different kinds of asset management standards for COVID-19 prevention and control and gives suggestions for the development of new standards for asset management in emergency. Asset management standards will support management decision for public policy maker and bring benefits for organizations from resuming work and production. Besides, these standards will provide a reference for making decisions in asset management during similar emergencies.
