摘要
实施乡村振兴战略,是以习近平同志为核心的党中央破解新时代不平衡不充分发展问题,推进城乡融合发展,实现农业农村现代化作出的重大决策部署.当前,西藏农牧区人口仍然占全区人口的绝大部分,农牧区点多线长,管理难度大.作为振兴乡村的组织实施者,西藏农牧区基层党组织建设相对薄弱.要对照“产业兴旺、生态宜居、乡风文明、治理有效、生态富裕”的总体目标和时代内涵,充分发挥党组织的战斗堡垒作用和先锋模范作用,不断提升“发展推动力”“群众动员力”“思想引领力”“组织覆盖力”“改革创造力”,夯实西藏乡村振兴的思想基础、组织基础、物质基础、社会基础,让党的旗帜在农牧区高高飘扬.这既是推进长足发展和长治久安的现实需要,更是广大农牧民群众的热切期盼.
The implementation of the rural revitalization strategy is a major decision and deployment made by the CPC Central Committee with Comrade Xi Jinping at the core to solve the problem of unbalanced and inadequate development in the new era,promote the integrated development of urban and rural areas,and realize the modernization of agriculture and rural areas.At present,the population of Tibet’s agricultural and pastoral areas still accounts for the vast majority of the population in the whole region.It is difficult to manage agricultural and pastoral areas.As the implementer of rural revitalization,the construction of primary-level Party organizations in Tibet’s agricultural and pastoral areas is relatively weak.In accordance with the overall goal and time connotation of"thriving businesses,pleasant living environment,social etiquette and civility,effective governance and prosperity",primary-level Party organizations should give full play to its fighting fortress and exemplary vanguard role,constantly improve the"development impetus","mass mobilization force","thoughts lead force","organization covering force"and"reform creativity",and consolidate ideological,organizational,material and social bases of rural revitalization in Tibet,so as to make the Party’s flag fluttered in the agricultural and pastoral areas.This is not only the practical needs of promoting significant development and long-term stability,but also the earnest expectation of farmers and herdsmen.
