摘要
从政策结构与创新类型、阶段两个维度构建了我国人工智能创新驱动发展的政策文本分析框架,以国务院、各部委与北上深等典型创新区出台的人工智能支持政策为样本,进行政策分析。研究发现整体上看我国人工智能创新政策体系健全,但存在着跨区协同性不足、应用创新空间布局政策缺失、“AI+”赋能政策不全面、需求型与创新评价类政策供给不足等缺陷。根据分析结论提出相关政策优化建议。
From the two dimensions of policy structure and innovation type and stage,this paper constructs a policy text analysis framework of China’s artificial intelligence innovation-driven development,taking the AI support policies issued by the State Council,various ministries and departments and typical innovation zones such as Beishang Shenshen as samples,the policy analysis is carried out.The study found that on the whole,China’s AI innovation policy system is sound,however,there are some defects,such as lack of cross-regional synergy,lack of spatial distribution policy of applied innovation,incomplete“AI+”enabling policy,insufficient supply of demand-type and innovation evaluation policy,etc..According to the analysis conclusion put forward the related policy optimization suggestion.
