摘要
易地扶贫搬迁是指在脱贫攻坚工作中,针对部分贫困地区由于当地地理环境十分贫瘠,缺乏必要的生活条件,采取将该地区贫困人口搬迁安置到其他地区,并通过改善安置区的生产生活条件、调整经济结构和拓展增收渠道,帮助搬迁人口逐步脱贫致富。易地扶贫搬迁安置小区(以下简称安置小区)建筑消防规划设计标准不高,基础设施相对缺乏,尤其是与消防安全相关基础装备不完善,人口密度过于集中,非常容易产生消防安全类问题,一旦发生火灾事故,将会危害相关居民的生命财产安全,甚至导致脱贫人员返贫,必须引起我们的高度重视。
In the work of poverty alleviation by relocation and resettlement, aiming at the poor geographical environment and the lack of necessary living conditions in some poor areas, the poor people in this area are relocated to other areas, and the relocated population are helped to gradually get rid of poverty and become rich by improving the production and living conditions, adjusting the economic structure and expanding the channels of increasing income of these areas. The standard of fire protection planning and design of the relocated areas for poverty alleviation(hereinafter referred to as the resettlement community) is not high, and the infrastructure is relatively lacking, especially the basic equipment related to fire safety is not perfect, and the population density is too concentrated. It is very easy to produce fire safety problems. Once a fire accident occurs, it will endanger the life and property safety of the relevant residents, and even lead to failure of poverty alleviation, which must draw great concern.
