摘要 我国产学研正迈向协同创新合作模式,但各省、市及自治区发展程度不同,协同创新效率有着较大的差异。文中运用三阶段Super-SBM模型和Malmquist指数测度了我国30个省、市及自治区2010—2016年的产学研协同创新效率,研究发现处于效率前沿面的较少,且呈现明显的东部高于中西部的态势。外界环境对不同地区造成的影响各异,环境变量的增加对效率值并没有完全的正向促进作用,多数省市在剔除环境变量之后效率值有所下降,而西部地区受外部环境影响最为显著,中部次之,东部最小。全国效率值总体有所上升,全要素生产率呈曲折上升的趋势,且环境变量只影响全要素生产率的具体数值,不改变其大体变化趋势,而科技创新能力是影响产学研协同创新的主要因素。结果表明:全国多数省市产学研协同创新效率值存在一定程度的高估,且整体效率值不高,仍有改进空间。 China’s industry-university-research institute is moving towards a collaborative innovation cooperation model,but the development and the efficiency of collaborative innovation in provinces and cities is quite different.This paper uses the three-stage Super-SBM model and the Malmquist index to measure the efficiency of industry-university-institute collaborative innovation in 30 provinces and cities from 2010 to 2016 in China.The study found that among the provinces and cities,there are fewer provinces and cities that are on the frontier of efficiency,and the trend is obviously higher in the east than in the midwest;The impact of the external environment on different regions is different;The increase of environmental variables does not completely promote the efficiency value;Most provinces and cities have reduced the efficiency value after excluding environmental variables;The western region is most affected by the external environment.Followed by the middle and the smallest in the east;The national efficiency value has generally increased,and total factor productivity has shown a tortuous upward trend;Environmental variables only affect the specific value of total factor productivity,and do not change its general change trend;Science and technology innovation capacity is the main factor affecting collaborative innovation of industry,university,and research institutes.The results show that the efficiency value of collaborative innovation of industry-university-research in most provinces and cities in China is overestimated to a certain extent,and the overall efficiency value is not high,and there is still room for improvement.
