摘要
党的十九届四中全会专题研究坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化问题并作出重要决定,标志着以习近平同志为核心的党中央对国家治理制度层面的优化和改革逐步走向成熟。结合党的十八大以来我国国家治理取得的一系列成绩和经验来看,国家治理能力的现代化离不开各级领导干部执政行政思维方式的与时俱进,即服务发展大局的战略思维、坚定发展信心的历史思维、抓住治理关键的辩证思维、提升治理效能的法治思维及增强忧患意识的底线思维。这必将对推动各方面制度更加成熟、更加定型,让我国制度优势更好地转化为国家现代化治理效能产生重大而深远的影响,是各级领导干部应努力具备并长期坚持的重要思维。
The Fourth Plenary Session of the 19th CPC Central Committee made a thematic study on the party upholding and improving the socialist system with Chinese characteristics,and promoting the modernization of China's governance system and governance capacity,and made important decisions,marked the gradual maturity of the Party Central Committee with Comrade Xi Jinping as the core in optimizing and reforming the state governance system.According to a series of achievements and experience in our country's national governance since the 18th National Congress of the Communist Party of China,the modernization of national governance ability can not be separated from the advancement of the administrative thinking mode of leading cadres at all levels.Five kinds of thinking,namely,the strategic thinking of serving the overall situation of development,the historical thinking of firm confidence in development,the dialectical thinking of grasping the key to governance,the thinking of improving governance efficiency by law and the bottom line thinking of enhancing the awareness of suffering,will have a significant and far-reaching impact on promoting the system in all aspects to be more mature and more stereotyped,and better transforming China's institutional advantages into the efficiency of national modern governance,It is an important thinking weapon that leading cadres at all levels should strive to possess and adhere to for a long time.
