摘要
习近平主席提出的"共谋全球生态文明建设"原则,符合全球环境治理原则,是实现全球可持续发展的重要解决方案。本文从全球生态文明构建的研究议题出发,系统梳理了中西方国家对共谋全球生态文明建设的探索过程,结合联合国《2030年可持续发展议程》和中国提出的"一带一路"倡议,分析了"共谋全球生态文明建设"时代价值及其在实践中的表征形式。"共谋全球生态文明建设"从全球视角出发,对生态文明领域国际合作经验进行总结和升华,促进和推动人类社会实现由工业文明向生态文明转型,是对马克思主义生态观和中国传统生态观的继承和发展。在总结历史和现实实践经验基础上阐明了人与自然和谐共生的本质关系,其对实践的指导主要体现在倡导以"基于自然的解决方案"实现《巴黎气候变化协定》目标和《生物多样性》目标,构筑尊重自然、绿色发展的经济社会体系;增强绿色价值理念认同,加快发展中国"绿色智造",积极推进"一带一路"绿色理念的深化以及深度参与全球环境治理等方面。
The principle of"collusion in the construction of global ecological civilization"proposed by President Xi Jinping conforms to the principle of global environmental governance and is an important solution to achieve global sustainable development.Starting from the research topic of the construction of global ecological civilization,this paper summarizes the exploration of the construction of global ecological civilization in both China and foreign countries,and analyzes its time value and guiding significance in practice,combined with the"2030 Agenda for Sustainable Development"issued by the United Nations and the Belt and Road initiative proposed by China.On one hand,from the global perspective,the principle of"collusion in the construction of global ecological civilization"summarizes the experience in international cooperation in the field of ecological civilization,and promotes the transformation from industrial civilization to ecological civilization,which is the inheritance and development of Marxist ecological view and Chinese traditional ecological view.On the other hand,based on the historical and practical experience,the principle of"collusion in the construction of global ecological civilization"clarifies the essential relationship of harmonious symbiosis between human and nature,and tends to achieve the goals of the"Paris Climate Change Agreement"and"Biodiversity"with the"nature-based solutions",that is,to build an economic and social system that respects nature and green development,enhance the concept of green development,accelerate the development of China’s"green intelligent manufacturing",promote the deepening of the green concept for the Belt and Road initiative,and deeply participate in global environmental governance.
