摘要
近来,美对华实施“竞争战略2.0版”,这既是冷战时期美对苏进行的“竞争战略1.0版”的历史延承,又具备新的时代特征。特别是在军事领域,美国在部队发展上着力增强对华军事优势,在装备采办上着力提高中方军队建设经济成本,在军事部署上着力恶化中方军事安全环境,在演训活动上着力使中方陷入防务困境,在军事情报上着力引导中方政策选择出现偏误,在盟友体系上着力增大中方战略突围压力。我们应认清“竞争战略2.0版”的作用影响,明确应对的思路原则,重塑中美战略稳定。
Recently,the United States has implemented a“competition strategy 2.0”towards China.It is not only the historical heritage of the competition strategy(version 1.0)adopted by the United States against the Soviet Union during the Cold War,but also manifests some new characteristics of the times.Especially in the military field,the United States has made great efforts to enhance its military advantage over China in force development,raise the economic cost of China's military building in equipment procurement,worsen China's security environment by military deployment,get China into defense difficulties by military exercises and training,misguide China's policies by military intelligence activities,and increase the pressure on China by alliance systems.We should have a clear understanding of the influence of the“competition strategy 2.0,”clarify the principles of China's responses,and rebuild the strategic stability between China and the United States.
