摘要
在重大突发事件应急管理的时间节点上,在全民触网以及全媒体时代网络谣言和不良内容甚嚣尘上的大背景下,加强互联网内容建设更加具有迫切性,攸关国家安全、社会稳定和人民幸福。加强互联网内容建设,需要在强化内容主导、优化内容供给、深化内容监管三方面着力推进:强化内容主导,把控重大突发事件及其处置的信息发布权和叙事报道主动权;优化内容供给,提升主流媒体的新闻议题设置能力、优化互联网内容的供给方式;深化内容监管,加强互联网内容执法、加强互联网企业社会责任、加强网民自律和参与治理。
Against the backdrop of the outburst of unexpected major events,the public’s easy access to the Internet,online rumors in the media era and increasing malicious information online,it is of much urgency to strengthen online content construction,which is highly related to national security,social stability and people’s well-being.Content construction can be approached from three aspects:intensify the leading role of content;optimize the supply of content;deepen the supervision of content.To put it specifically,intensifying the leading role of content means being in charge of the publishing and reporting right of major unexpected events;optimizing the supply of content refers to improving the agenda setting ability of mainstream media and optimizing the supply method for online content;deepening the supervision of content stresses the importance of law enforcement,the social responsibilities of internet enterprises and the self-regulation and engaged governance of netizen.
