摘要
基于"波特假说",本文从资源配置视角和技术创新视角论证了环境规制是影响全球价值链的关键变量。运用非参数投入产出分析方法,本文构建了全球价值链指数,并且将其分解为全球价值链技术指数和全球价值链效率指数。采用面板自回归分布滞后模型,本文建立可以同时检验环境规制影响全球价值链指数长期效应和短期效应的统计检验模型。采用中国省级工业部门在2001-2016年的经验数据,研究成果发现:第一,环境规制对全球价值链指数的影响存在着明显的时期异质性特征,在短期内不利于中国工业部门全球价值链的提升,但在长期内,加强环境规制却有利于中国工业部门的全球价值链提升,从而验证了"波特假说"的存在性。第二,环境规制对中国工业部门全球价值链技术指数和全球价值链效率指数的长期影响显著为正,说明优化资源配置和促进技术进步是中国工业企业应对环境规制的有效路径。第三,环境规制影响全球价值链技术指数和全球价值链效率指数的短期效应与长期效应显著不同,即环境规制在短期内不能通过技术路径和效率路径来提升中国工业部门的全球价值链地位。
Based on the"Porter Hypothesis",this paper demonstrates that environmental regulation is a key variable affecting the global value chain from the perspective of resource allocation and technological innovation.Using non-parametric input-output analysis methods,this paper constructs a global value chain index,and decomposes it into a global value chain technology index and aglobal value chain efficiency index.Using the panel autoregressive distribution lag model,this paper establishes a statistical test model that can simultaneously test the long-term and short-term effects of environmental regulations on the global value chain index.Using the empirical data of the Chinese provincial industrial sector from 2001 to 2016,the study found that:first,the impact of environmental regulation on the global value chain index has obvious period heterogeneity,which is not conducive to the globalization of the Chinese industrial sector in the short term.The improvement of the value chain,but in the long run,strengthening environmental regulations is conducive to the improvement of the global value chain of the Chinese industrial sector,thus verifying the existence of the"Porter Hypothesis".Second,the long-term impact of environmental regulations on the Chinese industry sector’s global value chain technology index and global value chain efficiency index is significantly positive,indicating that optimizing resource allocation and promoting technological progress are effective ways for Chinese industrial companies to respond to environmental regulations.Third,the short-term and long-term effects of environmental regulation on the global value chain technology index and the global value chain efficiency index are significantly different,that is,environmental regulation cannot improve the status of the global value chain of China’s industrial sector in the short term through technical and efficiency paths.
