摘要
植物健康管理(PHM)是指在进行植物病虫害防治和健康维护的过程中,强化对人类参与这些活动的过程和效果的管理,并将管理从技术层面上升到行政层面,在法律法规的框架下,通过规程、制度、考核、奖励等措施,将植物健康维护和病虫害防治的具体措施落到实处的一门管理科学.本文系统介绍了植物健康管理概念产生的背景,植物健康管理的必要性,以及植物健康管理的案例,并从行政、技术、人员、体系、法律等方面分析了植物健康管理在植物医学中的地位和作用,提出了植物医学必须强化管理,在各级政府建立植物健康管理中心和植物医院,把管理当做植物医学技术实施的基础和前提,充分发挥行政力量、领导者、技术服务者和生产经营者的作用;从健康基础保障、重大病虫监测预警、种植过程中的诊断与防控方案制定,预防及防控措施实施等方面建立管理体系,以达到对植物抗性提升、病虫害防治、品质质量保障以及生态环境安全维护的目的,这对于丰富植物医学理论和实践具有重要意义和价值.
Plant health management(PHM)is a branch of management science,which advocates strengthening human participation in the process of promoting plant pest prevention and plant health maintenance and in the management of its efficiency and raising such management from the technical level to the administrative level.Under the framework of laws and regulations,specific measures for plant health maintenance and plant pest prevention and control will be implemented through procedures,systems,assessments,incentives and other measures.This paper systematically introduces the background of the concept of plant health management,discusses its necessity and displays the cases of PHM.From the aspects of administration,technology,personnel,system and law,this paper analyzes the position and role of plant health management in plant medicine,and recommends that the management of plant medicine should be strengthened and governments at all levels should establish plant health management centers and plant hospitals.As the basis and premise for the implementation of plant medical technology,management should give full play to the role of administrative forces,leaders,technical service providers and production operators,and establish a management system from the aspects of basic health guarantee,monitoring and early warning of major diseases and insect pests,diagnosis and prevention and control plan formulation in the planting process,prevention and control measures implementation,so as to achieve the improvement of plant resistance,disease and insect control and quality assurance.The purpose of ecological environment security maintenance is of great significance and value to enrich the theory and practice of the phytomedicine.
