摘要
相关研究表明,中央分权下的"地方政府竞争"发展模式、中央收权下的"运动型"治理模式,是空间失序问题的体制性根源,因此以中央政府和地方政府关系改革为重要内容的国家发展与治理模式改革,应成为国土空间规划体系构建的重要背景,且国土空间规划体系构建应成为推动这一改革的重要内容。基于这一逻辑,文章梳理了"央地关系"改革的主要动向和未来取向,分析其对国土空间规划体系构建的影响,并在"央地关系"视角下探讨了各层级国土空间规划的性质、内容和相互间关系。
Relevant researches show that“competition of local governments”model under decentralized power and“movement governance”model under centralized power are the institutional origins of land-space disorder.Restructuring central government and local government relationship towards national development and governance reform is important for national land use and space planning system construction.The paper reorganizes the trend and orientation of central-local government relationship reform,analyzes its impact on national land use and space planning system construction,and discusses the essence,content,and interaction of different level national land use and spatial plans.
