摘要
文中代输指城市燃气公司或大用户(被代输方)与天然气卖方签订天然气购销合同、取得管道用气指标后,无法直接从天然气卖方处或通过上游管网接入该气量,需要借助其他城市燃气公司(代输方)管道及设施,代其从天然气卖方或上游管网下载该气量并输送至指定交气点的方式。以某城市燃气公司(代输方)天然气代输业务的实际运营为例,提出2种代输模式:独立下载代输模式、混合下载代输模式。分析2种代输模式的流程、代输气量的确定原则和影响因素、与上游日交接计量签单时的偏差分配方法、签单气量与实际接气量的差值处理方法。
The term“substitute transmission”in this article refers to the method in which the city gas company or major user(substituted party)signing a natural gas purchase and sales contract with the natural gas seller and obtaining the pipeline gas index cannot access the gas directly from the natural gas seller or through the upstream pipeline network,and needs to use other city gas companies(substituting party)pipelines and facilities to obtain the gas volume from the natural gas seller or upstream pipeline network and deliver it to the designated gas delivery point on its behalf.Taking the actual operation of the natural gas transmission business of a certain city gas company(substituting party)as an example,two types of substitute transmission modes are proposed:independent substitute transmission mode,mixed substitute transmission mode.The flow of the two substitute transmission modes,the determination principles and influencing factors of the substitute transmission gas volume,the deviation distribution method when signing daily custody transfer metering sheet with the upstream,and the difference processing method between the signed gas volume and the actual gas intake volume are analyzed.
