摘要
中国高校资助育人工作经过几十年的发展,内涵不断丰富,由一开始形式简单的"经济援助"发展为"七位一体""四维度"并重的资助体系,该体系呈现两大发展趋势:一是资助模式由保障型资助转变为发展型资助;二是资助结构由无偿资助发展为无偿资助和有偿资助相结合。通过梳理相关研究成果,发现目前高校资助育人工作存在的主要问题是经济困难学生资格认定不精准、实效性不强、资助育人工作管理体系不完善。高校应采取多种措施解决以上问题,还应积极探索无偿资助和有偿资助的科学占比、丰富有偿资助形式、注重实证研究和资助育人效果评估。
After decades of development,the work of subsidized education in China’s colleges and universities has developed from the simple form of"economic assistance"to the"seven in one"and"four-dimensional"funding system.The system presents two major trends:first,the funding model has changed from security funding to development funding;second,the funding structure has changed from being free to free-and-paid combination.Through combing the relevant research results,it is found that,at present,the main problems in the work of subsidized education in colleges and universities are:the qualification of students with financial difficulties is inaccurate;the work is not very effective;the management system of subsidized education is not perfect.Besides taking various measures to solve the above problems,colleges and universities should also actively explore the scientific proportion of free-and-paid financial aid,enrich the forms of paid financial aid,and pay attention to empirical research and evaluation of the effect of financial aid on education.
