摘要
粮食是国家安全的物质基础,事关国运民生。党的十八大后国家针对粮食安全颁布的一系列政策,为解决现阶段粮食安全问题提供思想遵循。基于当前我国供给和需求端面临的挑战,梳理粮食安全与粮食安全观的演变,总结新时代粮食安全观的内涵:包括口粮安全、质量安全、结构安全和贸易安全,是全面的安全观,基于新时代粮食安全观提出确保粮食安全的对策建议,即有效保障粮食产量基本盘,全面健全粮食质量监管体系,深入推进粮食供给侧结构性改革和多层次构建粮食贸易的稳定路径。
Food is a matter of people's livelihood and is the material basis of national security.After the 18th National Congress of the Communist Party of China,socialism with Chinese characteristics has entered a new era.The state has launched a series of expositions on food security,which provided ideas for solving the problem of food security at the present stage.Based on the current challenges facing China's supply and demand,the study combed the evolution of food security and the concept of food security,and summarized the connotation of the concept of food security in the new era:including food security,quality security,structural security and trade security,which was the comprehensive security concept.The countermeasures and suggestions to ensure food security based on the concept of food security in the new era were to effectively guarantee the basic output of food,comprehensively improve the food quality supervision system,deepen the structural reforms on the food supply side and build a stable path for food trade at multiple levels.
