摘要
产业扶贫是稳定脱贫的根本之策,也是巩固脱贫成果防止返贫的关键措施。以吴川稳村番薯产业扶贫模式为例,介绍其合作社主导型产业扶贫模式的运作机制与实效。在运行过程中,存在着农民对产业扶贫的主动性不足、产业扶贫纽带的带动力欠佳、扶贫产品的利益转化存在较多阻碍、产业扶贫机制缺乏持续性的保障等问题。这些问题需通过提升主体素质、注入技术延长产业链、发挥规模效应、开拓市场等途径去解决,并以调整绩效考评机制、引入市场化运作管理的新路径以促进扶贫的可持续性发展,更好地发挥产业扶贫模式创新对乡村振兴的推动作用。
Poverty alleviation by industry is the fundamental policy to stabilize poverty alleviation,and also the key measure to consolidate the achievements of poverty alleviation and prevent poverty return.Taking the poverty alleviation mode of sweet potato industry in Wuchuan village as an example,introduce the operation mechanism and effectiveness of the cooperative oriented industrial poverty alleviation mode.However,there are some problems in the process of operation:the farmers lack the initiative of industrial poverty alleviation,the driving force of industrial poverty alleviation link is poor,there are many obstacles in the transformation of the benefits of poverty alleviation products,and the industrial poverty alleviation mechanism is lack of support.These problems need to be solved by extending the industrial chain by improving the quality of the main body,technology injection and other ways.Adjust the performance appraisal mechanism,introduce a new path of market-oriented operation and management to promote the sustainable development of poverty alleviation,in order to better play the role of industrial poverty alleviation model innovation in promoting rural revitalization.
