摘要 针对传统基于电路交换技术的航管内话系统在部署的灵活性、运行的可靠性、互联互通性和技术趋势顺应性方面的不足,提出基于VoIP技术实现航管内话系统功能的方法,研究了基于VoIP技术构建航管内话系统的可行性。通过对比H.323和SIP两类VoIP主要协议的特征和优势,提出基于SIP协议的内话系统解决方案。针对航管内话系统运行高可靠和切换零延时的要求,提出了面向VoIP的双网双单元冗余体系结构,并在此体系结构下设计说明了系统所需的关键设备、软件组成以及主要运行流程。 Aiming at the deficiencies in the deployment flexibility,operational reliability,interconnection and interoperability and technical trend compliance of the traditional VCS(Voice Communication System)of ATS(Air Traffic Control System)based on circuit-switching technology,a method for implementing the functions of the VCS of ATS based on VoIP technology is proposed.The feasibility of constructing an voice communication system in ATC(Air Traffic Control)based on VoIP technology is discussed.By comparing the characteristics and advantages of the two main types of VoIP protocols,H.323 and SIP,a voice communication system solution based on the SIP protocol is proposed.Aiming at the requirements of high reliability and zero-delay switching in the voice communication system,a dual-network dual-unit redundant architecture for VoIP is proposed.In this architecture,the key equipment,software components and main operation process required by the system are designed and explained.
