摘要
实现更高质量和更充分就业是实现高质量发展的重要内容。本文通过更高质量和更充分就业的测度评价指标体系,对中国更高质量和更充分就业指数进行测算,结果显示:1995—2017年,中国更高质量和更充分就业指数由0.6527增加到0.7649。尽管实现更高质量和更充分就业在稳步提升,但从分项指数看,充分就业总体实现较好,就业质量仍相对偏低。推动实现更高质量和更充分就业,需要在建设现代化经济体系,通过优化产业结构创造出更多高质量的就业岗位;提升劳动者的就业能力,更加注重解决结构性就业矛盾;建设体现效率促进公平的收入分配体系,提升劳动者就业报酬水平;完善创业服务政策体系,更好发挥创业带动就业的倍增效应;构建和谐劳动关系,保障劳动者合法权益等方面形成合力,统筹推进。
Achieving higher quality and fuller employment is an important part of achieving high-quality development.This paper uses a higher quality and full employment measurement and evaluation system to measure China’s higher quality and full employment index.The results show that from 1995 to 2017,China’s higher quality and full employment index increased from 0.6527 to 0.7649.Although the realization of higher quality and full employment is steadily improving,from the point of view of sub-indices,full employment is generally better and the quality of employment is still relatively low.To promote higher quality and full employment,we need to build a modern economic system and create more high-quality jobs by optimizing the industrial structure;enhance the employability of laborers and pay more attention to solving structural employment contradictions;build an efficiency-promoting fair income distribution system and increase the level of employment compensation for workers;improve the entrepreneurial service policy system to better take advantage of the multiplier effect of entrepreneurship to promote employment;build a harmonious labor relationship,protect the legitimate rights and interests of workers,and form a concerted effort to promote overall planning.
