摘要
新型城镇化在促进高质量发展、创造高品质生活中具有不可替代的作用,是推动供给侧结构性改革、满足人民群众对美好生活向往的重要途径。"十四五"及以后,中国新型城镇化将处于快速发展中后期,发展进程具有"五期叠加"特点,空间布局呈现"四化互动"趋势。今后应按照"有序集聚、有机疏解,形态多样、尺度多元,增量管控、存量更新,科技引领、开放包容"原则,实施"稳规模、调结构、强功能、多形态、高效益"的总体思路,促进形成高质量发展的区域经济布局框架,加快产业发展空间布局转型重塑,合理引导人口集聚流动,构建与城镇化布局形态相匹配的交通系统,保障城镇化生态空间供给。为此,建议在土地制度、人口流动、投融资体制、都市圈统计考核、行政区划调整等方面建立和完善配套制度体系。
New urbanization plays an irreplaceable role in promoting high-quality development and creating high-quality life,and is an important way to promote supply-side structural reform and satisfy the people’s longing for a better life.During the‘Fourteenth Five-Year Plan’and beyond,China’s new urbanization will be in the middle and late stages of rapid development.The development process is characterized by‘five-phase superimposition’,and the spatial layout shows a trend of‘four changes interaction’.In the future,we should implement the general idea of‘stable scale,structure adjustment,strong function,multi-form,and high efficiency’in accordance with the principles of‘orderly aggregation,organic loosening,diverse forms,multiple scales,incremental control,inventory update,technology leadership,open and inclusive’,and to promote the formation of a regional economic layout framework of high-quality development,accelerate the transformation and remodeling of the industrial development spatial layout,reasonably guide the flow of population agglomeration,construct a transportation system that matches the urbanization spatial pattern,and ensure the supply of urbanized ecological space.To this end,it is recommended to establish and improve supporting systems in areas such as land system,population movement,investment and financing system,metropolitan area statistical assessment,and administrative division adjustment.
