摘要
移民工程一项政策性强、涉及面广、关系复杂、影响深远的工作,移民工程的整体实施进度与水电开发等大型工程应保持一致性。由于规划建设前期对进度管理不够严格,实际实施过程中缺乏统一的协调和管理,移民工程的总体进度往往产生滞后现象。通过研究移民工程建设实施的特殊性,分析了总承包模式下移民工程实施进度管理潜在的风险及对策,降低了移民工程实施进度风险,提高了移民工程的建设水平。
The resettlement project implementation is a policy-oriented,involving a wide range of interesting parties,complex and far-reaching task,so the overall implementation progress of resettlement project should be consistent with the large-scale projects of hydropower development.Due to the lack of strict schedule management in the early stage of planning and construction,and lack of unified coordination and management in the actual implementation process,the overall progress of resettlement projects often lags behind.By studying the particularity of resettlement project construction,the potential risks and countermeasures of resettlement project implementation progress management under EPC contracting mode are analyzed for reducing implementation progress risk of resettlement project and improving the construction level of resettlement project.
