摘要
环境绩效考核是政府进行环境治理、促进绿色发展的重要推动力。研究政府环境绩效考核制度下地方官员更替对重污染企业绿色并购决策的影响及其作用机理具有重要意义。实证检验发现:在环境绩效考核压力下,官员更替对重污染企业绿色并购有明显的推动作用,且新任官员上任时面临的环境治理压力越大,这种推动作用越强;财政环境补贴的奖励机制和排污费征收的惩罚机制是官员推动企业绿色转型的重要手段。进一步检验表明,官员调任方式以及官员来源地的市场化程度对企业绿色并购具有异质性影响。研究结论从微观企业层面证实了环境绩效考核制度在环境治理中的有效性,也拓展了重污染企业绿色并购驱动因素的相关研究。
Environmental performance assessment is a crucial driving force for government to carry out environmental governance and promote green development.This paper investigates the impact of local officials’replacement on green M&A decisions of heavy-polluting firms driven by the environmental performance appraisal mechanism.The results show that under the pressure of environmental performance,official turnover plays a significant role in promoting green M&As.And the greater the pressure on the environmental performance assessment faced by new officials when they take office,the stronger the positive effect of official turnover on green M&As.The collection of sewage charges and financial environmental subsidies are important means for officials to promote green transformation of firms.Further inspections show that the way in which officials are transferred and the degree of marketization of official sources also have a heterogeneous impact on corporate green M&As.These conclusions confirm the effectiveness of the environmental performance appraisal system in environmental governance from the micro-enterprise level,and also expand the research on the driving factors of green M&As of heavy-polluting firms.
