摘要
目的:建立短缺药品清单遴选指标体系,以期提高短缺药品清单遴选的科学性、权威性与代表性。方法:基于层次分析法,使用yaahp12.3软件生成短缺药品清单遴选指标体系的调查问卷表,发放层次分析法问卷,对一、二、三级指标进行两两比较,从而建立一系列判别矩阵,以计算指标的权重。结果:构建了由4个一级指标,9个二级指标,24个三级指标组成的短缺药品清单遴选指标体系。一级指标中,药品属性指标所占权重最高,为0.394;二级指标中,短缺的地点指标所占权重最高,为0.223;三级指标中,是否有其他功能相近的替代药品所占权重最高,为0.128。结论:本研究建立的指标体系具有一定的实践性与创新性,可供国家、省(市)各级进行短缺药品清单遴选时参考,为短缺药品清单遴选过程提供参考。
Objective: To establish a selection index system for the list of drugs which are in shortage in order to improve the scientificity, authority and representativeness of selection of drug shortage. Methods: Based on the analytic hierarchy process(AHP), the yaahp12.3 software helped to generate a questionnaire for the selection index system of the drug shortage list. This questionnaire was used to perform a pairwise comparison of the first-, second-and third-level indicators for the establishment of a series of discriminant matrices, which were employed to calculate the weight of indicators. Results: An AHP model of drug shortage list consisting of 4 first-level indicators, 9 second-level indicators, and 24 third-level indicators was established. Among the first-level indicators, the drug attribute index had the highest weight of 0.394;among the second-level indicators, the shortage location index has the highest weight, i.e. 0.223;and among the third-level indicators, are there other alternative medicines with similar functions, the highest weight was 0.128. Conclusions: The index system established in this study has certain practicality and innovation, which can be used as a reference for the selection of drug shortage at the national and provincial(municipal) levels in order to have a full list of drug shortage, and hence provides a basis for the selection process in the determination of drug shortage.
