摘要
目的研究河南省中医药科研经费管理现状并讨论对策以更好支持中医药科研工作。方法随机抽取河南省中医药科研工作者共410名,采用问卷调查方式对科研人员的经费相关问题进行调查,并对调查结果进行分析。结果经费预算编制比较复杂、经费来源渠道单一、科技项目拨款不能全部落实,实际经费无法报销、别项支出、不能按照批准的项目预算执行等情况对科研结果有一定的影响。结论完善科研人员与财务管理人员的沟通协作机制,多渠道筹款,有效沟通,严加监管,规范管理是解决中医药科研经费问题,提高中医药经费管理能力需要解决的主要问题。
Objective To study the current situation of scientific research funding management of traditional Chinese medicine in Henan Province and discuss countermeasures to better support the research work of traditional Chinese medicine.Methods A total of 410 Chinese medicine researchers in Henan Province were randomly selected.Questionnaires were used to investigate the funding-related issues of scientific researchers,and the results were analyzed.Results The preparation of funding budgets is complex,funding sources are single,funding for science and technology projects cannot be fully implemented,actual funding cannot be reimbursed,other expenditures,and implementation in accordance with approved project budgets has a certain impact on scientific research results.Conclusion Improving the communication and cooperation mechanism between scientific researchers and financial managers,multi-channel fundraising,effective communication,strict supervision,and standardized management are the main issues that need to be resolved to solve the problem of TCM research funding and improve the management capacity of TCM funding.
