基于交叉效率模型的地方政府财政科技支出效率研究 被引量:9

The Research of the Efficiency of the Local Government’s Fiscal Expenditure on Science and Technology:Analysis based on the Cross-efficiency Model

摘要 在分析传统DEA模型内在缺陷的基础上,使用三种交叉效率模型计算2009-2018年我国各省市的财政科技支出效率并排名,并将结果与传统DEA模型的结果进行对比分析。在此基础上,将我国各省市按投入规模和财政科技支出效率进行聚类分组,进而对实证结果进行深入分析。最后对如何提高我国地方政府的财政科技支出效率提出了通过优势互补来共同提升绩效,构建稳定的财政科技投入机制,在全社会营造保护知识产权的良好氛围以及大力引进和培养高科技人才等对策建议。 On the basis of analyzing the inherent defects of traditional DEA model,this paper applies three crossefficiency models to calculate the efficiencies and rank of fiscal expenditure on science and technology for Chinese provinces,and compares the result with the efficiency calculated by traditional DEA model.Furthermore,this paper classifies Chinese provinces(cities)with the clustering algorithm according to the scale of fiscal expenditure and the efficiency of fiscal expenditure on science and technology,and then analyzed the empirical result systematically.Finally,this paper offered corresponding suggestions to increase the efficiency of fiscal expenditure on science and technology of local governments in China,such as utilizing complementary advantages to improve performance jointly,constructing a stable input mechanism of fiscal expenditure on science and technology,creating good atmosphere of protecting intellectual property,introducing and cultivating high-tech talents vigorously and so on.
