摘要
近年来,我国对外直接投资呈现稳步增长态势,然而当前金融支持体系不能满足高质量海外投资需求。金融支持通过降低融资成本使企业迈过“融资约束门槛”,通过充足的资金保证研发投入,帮助企业跨越“生产率门槛”。建立与高质量对外直接投资相匹配的金融支持体系主要包括:各类金融机构优势互补,拓展海外投资多元融资渠道;区域金融发展“补短板”,适应开放经济新局面;加快金融机构海外布局,服务企业国际经营需要;引导企业积极开展海外融资,拓宽对外直接投资融资渠道。
In recent years,China s OFDI has shown a steady growth trend.However,its current financial support system is unable to meet the demand of high-quality overseas investment.Financial support enables enterprises to overcome the“financing constraint threshold”by reducing financing costs,and helps enterprises to cross the“productivity threshold”by ensuring R&D investment with sufficient funds.The establishment of a financial support system which matches high-quality OFDI mainly includes:various financial institutions complementing each other with respective advantages,and expanding diversified financing channels for overseas investment;strengthening“the weak links”of regional financial development and adapting to the new circumstances of open economy;accelerating the overseas deployment of financial institutions and serving the overseas operation needs of enterprises;guiding enterprises to carry out overseas financing actively and expanding financing channels for OFDI.
