摘要
新时代党的建设总要求明确了新时代党的建设的基本原则、基本方针、建设主线、总体布局、基本要求与总体目标等重要内容,将党的建设新的伟大系统工程进行全方位、立体式全面部署,使其构成一个战略目标明确、结构层次分明、举措联动协同的有机整体。党的建设历来是一项系统工程,以系统论的视角审视新时代党的建设总要求具有重要理论意义与实践价值。在系统论视阈下,这一总要求具有整体性、层次性、开放性、动态平衡性等理论特质。随着党的建设新的伟大工程的深入推进,应主动将系统思维、系统方法运用到党的建设实践之中,强化党的建设的目标指向性、促进党的建设的过程联动性、增进党的建设的要素耦合性、提升党的建设的成效预见性、提高党的建设的效果集成性,成为提升新时代党的建设科学化水平的迫切需要。
The General requirements of Party building in the new era clearly define the cardinal principles,basic principles,main line of Party building,general layout,basic requirements and general objectives of Party building in the new era. The new great systematic project of Party building should be fully and comprehensively deployed in an all-round and three-dimensional way,so as to form a clear strategic objective and a structural layer and an organic whole with clearness,initiative and linkage. Party building has always been a systematic project. It is of great theoretical and practical significance to examine the general requirements of Party building in the new era from the perspective of system theory. From the perspective of system theory,this general requirement has the theoretical characteristics of wholeness,hierarchy,openness and dynamic balance. With the deepening of the new great project of Party building,we should take the initiative to apply systematic thinking and methods to the practice of Party building,strengthen the orientation of the goal of Party building,promote the linkage of the process of Party building,enhance the coupling of the elements of Party building,enhance the predictability of the effectiveness of Party building and improve the Party’s performance. The integration of construction effect has become an urgent need to enhance the scientific level of Party building in the new era.
