摘要
近代日本对华经济调查规模宏大、内容丰富。对于地理位置特殊的海南岛,日本侵略者不仅动员其国内的学术机构、企业团体等实施海南岛农业的"认知性"调查和热带资源的"开发性"调查,而且发动其侵占下的台湾集全岛之力,组成各种海南岛调查团,实施以农业为主的"政策性"调查。其调查数据虽在某种程度上具备一定的客观性,但基于其资源掠夺之目的,上述调查对海南近代农业贻害匪浅。大多数调查建议海南岛农业"开发"策略既要利用日本在台湾所积累的经验,也要采取战争时期一切为日军服务的强制性和掠夺性措施。在诸如此类"开发"策略的指引下,日本侵略者对海南岛农业资源进行了大肆掠夺,破坏了原本合理的海南岛农业布局,给海南岛农业的发展带来了深重的负面影响。
Japan’s economic survey on China in modern times was extensive in scale and thorough in content.For Hainan Island with a special geographical position,the Japanese invaders mobilized the domestic academic institutions and enterprise groups to implement the"cognitive"survey of Hainan agriculture and"developmental"survey of tropical resources,while gathering all the forces from the colonized Taiwan to form various kinds of investigation teams for Hainan Island so as to carry out the"policy"investigation.Although the collected data tended to be objective to some extent,all these surveys did serious harm to modern agriculture in Hainan.Most of the surveys suggested that the agricultural"development"strategy in Hainan Island should exploit the experience from Japanese colonization of Taiwan,and meantime adopt all the coercive and predatory measures to serve the Japanese army during the war.Guided by this kind of"development"mode,Japanese aggressors excessively plundered the agricultural resources in the island,destroying the originally reasonable agricultural layout in Hainan Island while causing severely negative impacts on the agricultural development in Hainan Island.
