摘要
改革开放以来,我国高等教育国际化经历了"探索发展-政策完善-内涵提升-模式升级"4个阶段的转型,其发展主题经历了纳入国家改革开放、顺应高等教育转型、融入教育规划布局的转变,当前进入以参与国家战略部署为主题的历史新时期。在高等教育国际化发展的新阶段,我国高等教育国际化更需要与我国作为世界大国承担的国际责任相匹配。面向未来,我国高等教育国际化改革需要重点关注明确时代主题、完善政策安排、打造留学教育高地、建设品牌工程及搭建国际合作平台等方面。
Since the reform and opening up,China’s higher education internationalization has gone through four stages:exploration and development,policy improvement,connotation enhancement,and mode upgrading.The development of its theme has gone through changes of 3 stages:integration into the state’s reform and opening-up,adaptation to the higher education transformation,and integration into the overall arrangement of the educational planning.Now we are entering into a new era of participating in the national strategic planning.Currently,the internationalization of China’s higher education needs to match with China’s international responsibilities.In the future,our reform needs to focus on identifying the theme of the times,improving relevant policies,creating high-quality destination for overseas students,developing brand projects and building international cooperation platforms.
