The university is a major component of the social innovation system, studying the relationship of colleges and universities between R&D investment and innovation performance can allocate more limited social resources to more effectively, and enhance the innovation ability. This study defines innovation performance of the university with three dimensions:technological innovation, academic innovation and economic innovation. In addition, the paper takes relevant panel data of 30 provinces from 2008 to 2017 as the research sample and conducts multi-indicator panel data factor analysis on R&D investment.By“dimension reduction”,this paper constructs panel data model to explore the impact of university R&D investment on its innovation performance. The results show that university R&D investment has a highly significant effect on its innovation performance for the overall level of the country.Among them, the promotion of economic innovation performance is the most obvious, science and technology innovation is the second, and academic innovation is weakest. For the regional level, university R&D investment in the eastern region has a significant effect on the innovation performance, and is much higher than the national average. While the innovation performance in the central and western region is not significantly affected by university R&D investment, and is far below the national average.
